Toolbar Background image/colour Options

The toolbar background does not seem to be styled no matter what combination of settings are being used.
ImageFile, BorderFill, None, Undefined

The background is always a graduation, using system colours Menubar to Window
The SkinEditor seems to show the correct settings, but the skin in the development IDE and any application does not seem to have the skin applied to this specific part of the toolbar.

Has anyone else seen this problem - or has anyone managed to correctly get the skin to manage the toolbar background.
I need the skin to manages the items on the toolbar, which it does very well, its just that gaps in the toolbar or buttons marked as not visible always seem to show as the colour graduation.

Windows Vista Ultimate 32bit
Visual Studio 2008 SP1
